How do I report a situation where animals are treated and/or kept in an inhumane manner?

 If you suspect that an inhumane situation exists, Article 26 of the Agriculture and Markets law gives the investigatory authority to local or state police agencies and agents of your local SPCA. Please note that dog control officers and animal control officers cannot handle cruelty investigations. A copy of the law can be found at the Department's website.
