Answer Most people pay for college with a combination of grants, scholarships, work-study jobs, loans, savings and family contributions. The New York State Higher Education Services Corporation (HESC) is the state agency that helps people pay for college, administering over 25 grants, scholarships and loan programs. You may be eligible for a New York State Tuition Assistance Program (TAP) grant, other New York State grants or scholarships, as well as financial aid from the federal government.
