 Contact the Health Insurance Information, Counseling and Assistance Program (HIICAP) hot lines or local programs. Outside of New York City, call the MRC-HIICAP Hot Line at 1-800-333-4114 from 9 AM to 2 PM, Monday through Thursday. In New York City, call the MRC-HIICAP Hot Line at 212-869-3850. For in-person help, contact the HIICAP office in the county where you live
