Answer The NYS Ethics Commission gains its jurisdiction from three sections of the Public Officers Law. Section 73 imposes restrictions with respect to post-employment activities, state employees' possible business activities with the state, and the receipt of gifts. Section 73-a requires financial disclosure by certain state employees. Section 74 addresses conflicts of interest.
