I live along a state highway and my driveway culvert pipe is clogged or damaged. Whose responsibility is it to maintain or replace the pipe?
It is the responsibility of the property owner to maintain, clean, repair and,if necessary, replace a driveway culvert pipe when it is inoperable -- even if that pipe were installed under a DOT contract.
Typically, however, DOT does replace these pipes when a capital construction project affects the roadside drainage system.
The local DOT Region or DOT County Residency can provide information about upcoming construction projects and also about cleaning, maintaining, repairing or replacing driveway culvert pipes.
