When should an Executive Agency file an Intent to Purchase with the Office for Technology?
You are advised to file this form as far in advance as possible in order to insure that there will be no delays in the processing or the approval of your procurement. If at all possible, the form should be filed with OFT prior to an advertisement in the New York State Contract Reporter. Filing after the issuing of a Purchase Order to the Office of the State Controller may result in a delay in receiving OSC approval.
In the case of a Request for Proposal, the issuing agency should file the Intent to Purchase form during the RFP developmental stage, although it is not necessary to submit the entire RFP at that time.
